Colombian Shredded Beef

This Colombian Shredded Beef is a very popular recipe in Colombia and Latin America. This classic dish is very easy to prepare, and is great over cauliflower rice and patacones. I also use it as filling for empanadas and arepas. The magic ingredient for this recipe is the Hogao, so make sure you make this ahead of time!
2 lbs flank steak
8 cups of water
1/2 teaspoon onion powder
1/2 teaspoon garlic powder
1/2 teaspoon ground pepper
1 teaspoon salt or to taste
3 teaspoon tomato paste
1 1/2 cup hogao
Place the flank steak, water, onion powder, garlic powder, salt and pepper in a large pot. Cook over low to medium heat, covered, for about 1 hour and 30 minutes or until the meat is tender.
Remove the beef from the pot, and save 1 cup of the liquid used to cook the beef.
When the beef is cool, shredd with two forks or your hands.
Place the shredded beef, beef liquid, hogao and tomato paste in a skillet. Let simmer for 8-10 minutes and adjust seasonings as needed.
